时值袁世凯（罗乐林 饰）当政，都督蔡锷（刘松仁 饰）不满他的昏庸无能，想要起义推翻他的统治。为了隐藏声息，蔡锷假装接近青楼名妓小凤仙（周海媚 饰），希望自己沉迷于欢场之中的模样能够令袁世凯放松警惕。
