青年金水（威龙）从大陆偷渡到法国，为了把母亲和妹妹从国内接出，他不惜铤而走险，贩卖假护照，从而被通缉，在法国无法立足，到加拿大投奔好友快锦（任达华），快锦是个玩事不恭但却热心的青年，决心帮朋友度过难关，他毅然收留了金水。快锦因赌欠下高利贷，身手高强的金水也帮快锦解围，两兄弟携手度过一个又一个难关，但金水却与快锦所爱的女人佐藤（柏原芳惠）产生了感情，面对爱情、友情，金水面临选择...。宋佳人和钟遇时高中时互生情愫，高考结束后，因长辈之间的恩怨纠葛分手。分手后，两人虽然没有联系过，但钟遇时一直通过共同好友关注着宋佳人的动向，知道她的一切。已然事业有成的钟遇时再也没能忍住，暗中设计让宋佳人出差到了自己所在的深城……。Reform schools are a way of protecting society by ridding it of lawless juvenile delinquents.
